In Serbia, on 1st October 2012 the issuing the ''energy passports'' started. It is obligatory for all new and old facilities. New facilities, in accordance with the regulations in the European Union (EU) have to possess that document in order to get the exploitation permit, and the old ones have to possess it in case of sales, renting or reconstruction..

Energy passport needs to be submitted together with the technical documentation in order to get the exploitation permit, while the elaboration project of energy efficiency needs to be submitted together with the technical documentation which is submitted for obtaining the construction permit, i.e. the approval which allows the performance of construction works. Energy passport and elaboration project of energy efficiency of a facility, with certain exceptions, need to be made for new facilities, as well as for the existing ones which are reconstructed, adapted, recovered or energetically recovered.
